Ocean Centres Workshop Series #3: Aligning Safety Standards and Regulations for a Safe and Sustainable Ocean Economy in Indonesia


Jakarta, 11 September 2025 – The UN Global Compact Network Indonesia (IGCN), through its Ocean Centres initiative, convened the third installment of the Workshop Series on “Safety Standards and Regulations” in a hybrid format at the BRIN Thamrin Building, Jakarta. This event followed the first two workshops, which focused on maritime safety policy directions and mapping challenges at the local level.

In its opening remarks, IGCN highlighted the importance of this forum as a platform to test industry readiness in meeting safety regulations while bridging implementation gaps through cross-sector partnerships. This workshop emphasized that compliance should not stop at administrative checklists, but must be reflected in reducing incidents, protecting workers, and strengthening operational resilience. Discussions also raised critical questions on how well regulations align with the actual capacity of industries, and how research, innovation, and technology can be translated into more effective operational standards.

Speakers brought perspectives from diverse subsectors. Capt. Zainal Arifin Hasibuan of the Indonesian National Shipowners’ Association (IMSA) highlighted the dilemma faced by small domestic vessels that are often burdened by international regulations, stressing the need for more proportionate national rules. From the port operators’ perspective, Liana Trisnawati of the Indonesian Port Business Association (ABUPI) noted that most workplace accidents in ports stem from human factors, and that significant investments, workforce capacity-building, and the use of real-time monitoring technology are urgent priorities. Meanwhile, Janti Djuari of the Indonesian Pole & Line and Handline Fisheries Association (AP2HI) emphasized safety gaps in small-scale fishing vessels, proposing minimum safety equipment packages, financial support, and community-based training.
